New York State Department of Transportion selected Foundation as the statewide ATMS in 2014. After successful roll-out in Regions 3 and 8 in 2015, the project was expanded to add Foundation III systems in Regions 2, 4, 9 and 10 as well as a statewide aggregration data interface.
A coalition of 16 public safety and transportation agencies in New Jersey, Connecticut, and New York, TRANSCOM aims to support its members through interagency communication and enhanced utilization of their resources. TRANSCOM also acts as forum for ensuring that additional systems are implemented in a coordinated manner as they become available.
CoVal works with TRANSCOM to operate and maintain TI-MED (Travel Information - Measured, Evaluated and Distributed). TRANSCOM TI-MED acts as travel time acquisition and processing system for the greater New York Area.
Region 10's INFORM (INformation FOR Motorists) system is one of the nation's first transportation management systems. Covering Long Island's Northern and Southern corridors, the INFORM system is one of the largest and most advanced systems in place for roadway management.
CoVal's long standing partnership with Region 10 allowed for the integration of roadway devices such as VMSs, CCTVs, and vehicle detectors into one cohesive system, which provides better management of devices and safer travel on these important parkways in New York. CoVal works with Region 10 to disseminate relevant travel time information to motorists utilizing Foundation III and the Sceptre 2070 Ramp Metering Firmware. CoVal also supports and maintains the TMC's legacy standalone software systems, servers and data management repositories.

CoVal works with TRANSCOM and NYSDOT to operate and maintain OpenReach. OpenReach acts as a legacy interface and planned event scheduler for bridging NYSDOT Foundation systems to TRANSCOM's TREX system.
