Norman Hunt

Norman Hunt has served the transportation industry for over thirty years in a variety of senior positions, including principal-in-charge and on-site program manager. His specialties include hardware and software for communication in distributed systems and system design for quality of the entire life cycle. He has successfully developed and deployed multiple ATMS and ATIS systems including the statewide installation of OpenReach Incident Management software in both New Jersey and New York. Additionally, he is well versed in implementing legacy hardware into modern systems as evidenced by the Foundation III and TI-MED software suites. Mr. Hunt has played a major role in various projects throughout his career in the transportation industry:

  • General Manager (1990-1992) and President (1992-1996) of the Sonex Corporation where he managed the first two profitable system contracts. He also initiated new efforts that improved customer service with excellent program management and flexible contract terms.

  • National Director of Software Development for a national consulting firm where he reorganized the software practice into an independent operating region while directing client services for major projects. He supervised four geographically separate software teams optimizing staff resource allocations.

Mr. Hunt became the President and Chief Executive Officer of CoVal Systems Inc. in 1998 and has continued to lead projects in the transportation industry:

  • He recently provided high level and detail designs for Foundation III advanced features focusing on third-generation message and control automation, actionable data presentations and mission-critical resiliency functions.

  • He was the original developer of the Sceptre firmware for Ramp Metering, Surveillance and Incident Detection and continues to maintain and extend the product. Sceptre has been used as NYSDOT's ramp metering solution since its installation in 1999.

  • He provided system engineering and software development to customize the "Foundation: Freeway Traffic Control" system for the Southern State Parkway. The Foundation system expanded throughout Region 10 in the following years. As of today, the Foundation III system controls devices on the Southern State Parkway, Northern State Parkway, Long Island Expressway, Meadowbrook State Parkway, and Wantagh State Parkway. The Foundation III system seamlessly incorporates legacy devices and features a client with a powerful GUI. Foundation III is capable of generating and disseminating travel time messages to capable VMS in addition to authoring standard messages.

  • Mr. Hunt was also responsible for the program management and software design of the "OpenReach: GEMADS" system that manages traffic incidents and events. OpenReach allows users to monitor traffic events in real time between multiple agencies. Currently, there are statewide OpenReach installations in New York and New Jersey with additional installations at DVRPC and TRANSCOM. OpenReach disseminates some information publicly to 511 and is also capable of supplying and receiving information from external systems.

  • Mr. Hunt designed and developed CATAS, the CoVal Advanced Traveler Advisory System. This small-footprint system is capable of disseminating travel times to portable VMS. The fast-turn development was a crucial part of public outreach during major construction on the Taconic State Parkway bridge over the New Croton Reservoir in NYSDOT's Region 8.
